Michael Wills, Minister for Learning and Technology announces on 31st January 2000 the publishing of the prospectus for the establishment of 700 new ICT Learning Centres with a budget of £252m. Allied to this capital investment was funding through the New Opportunities Fund of £200m for the Community Access to Lifelong Learning (CALL) programme to cover development and running costs. These centers were aimed at providing access to technology and skills development for businesses and the general public. The UK e-University project (UKeU) was established in 2001. The original business plan forecast rapid growth to 110,000 students within the UKeU's first six years, reaching over 250,000 by Year 10. Revenues were forecast to grow commensurately, breaking even by Year 5 (2006ä07) and generating gross profits of more than £110m by Year 10. It was effectively wound up in 2004 by HEFCE, having spent £50 million of public money but having succeeded only in attracting 900 students.

The National Health Service University (NHSU) was set up in 2001 in response to the Governmentä's commitment to establish a university especially dedicated to health and social care, which would help transform the quality of healthcare delivered by the NHS, and which would guarantee to staff at all levels opportunities for training and career development. On 31 July 2005, NHSU was formally dissolved. In the space of four years the initiative moved from an idea inspired by practice in the US private sector, to a political promise, to a UK-wide initiative employing around 300 people, to closure. NHSU was funded to around £50 million over three years and laid claim to delivering training to more than 100,000 people, and involvement in setting up 23 degree or post-graduate level programmes as well as other training and development programmes.
