Published in January 2015 after a year's work from the Education Technology Action Group (ETAG), set up by Ministers from the UK Departments for Education and Business Innovation and Skills. The group was asked to advise on how digital technology might empower teachers and learners by enabling innovation across schools, further education and higher education sectors for the benefit of students, employers and the wider economy.

The Electronic Libraries Programme, funded by JISC as a consequence of the Follett Report into UK academic libraries, began in the spring of 1995. The UK Higher Education funding councils committed £15 million to the programme, aiming to pave the way towards the fully electronic library of the future. Among the key recommendations of the 1993 Follett Report was the need to invest in IT in order that the nation's university libraries were able to exploit the developments in computing power and infrastructure happening globally. In 1995, JISC set up the Follett Implementation Group in IT (FIGIT), which issued a call for proposals within seven identified programme areas. From hundreds of proposals from all over the UK, some forty funded projects emerged.
