Michael Wills, Minister for Learning and Technology announces on 31st January 2000 the publishing of the prospectus for the establishment of 700 new ICT Learning Centres with a budget of £252m. Allied to this capital investment was funding through the New Opportunities Fund of £200m for the Community Access to Lifelong Learning (CALL) programme to cover development and running costs. These centers were aimed at providing access to technology and skills development for businesses and the general public.
