Report OL179 Flexible Learning for Small Businesses
A project undertaken between August 1991 and July 1992 in Salisbury, South Wiltshire to investigate the relationship between flexible learning and small businesses. The nature, extent and effectiveness of training in general are investigated with particular emphasis on the applicability of flexible learning as a method of delivering training. Mechanisms for identifying and supporting training are suggested and strategies for implementation are proposed. Case studies are presented and a financial analysis made. Observations concerning the operation of this type of project are included and the evaluation processes described. The findings of the project are discussed, conclusions drawn and recommendations for further work made.
The brief for this work tasked the project team with developing and promoting Flexible Learning systems that meet the needs of small businesses in the South Wiltshire area. Through such development it is hoped to increase generally small business participation in learning / training activities. Small businesses were defined as employing less than 25 staff. A significant number of these businesses should employ fewer than five. The outcomes of the project, lessons learned, benefits identified, together with conclusions and suggestions for further work were disseminated through identified conduits.
During the 12 months of the project's life many closely related problems were revealed and topics for further study uncovered, many of which will have a pivotal influence on the outcome of future, similar endeavours. The authors hope that the work described in this report will act as a springboard to the more effective understanding of the training needs of small businesses.
A useful 'Guide to Help and Advice' for smaller businesses is included with the report (Appendix IV).
Funding for the work came via the TEC National Development Fund, Strategic area for action (3d) Developing cost - Effective Learning Routes. Wiltshire TEC managed and distributed the funding on behalf of the Department of Employment.
